The Cost: While the cost of this mandate will vary by municipality, the statewide fiscal impact will likely be significant. Furthermore, the effectiveness of the specific type of safety rope mandated by this law has come under question.

The Solution: Since the state is requiring that this equipment be used by all fire departments, the state should reimburse municipalities for the cost of these ropes. Additionally, the NYS Office of General Services should make the product available on state contract for municipal purchases in order to reduce the per unit cost.
